Is there a PPA equivalent for Debian?

Is there a Debian equivalent of Ubuntu’s PPA concept or plans towards that for bringing to Debian?

No, there is not yet such an environment. Work on this is basically stalled because noone has the time. I proposed such a project for last years Summer of Code (see http://wiki.debian.org/SummerOfCode2010/DeveloperPackageRepositories), but it was not taken up. The proposal also contains a rough outline what would be needed to implement it.

Why not ask Ubuntu for their code that makes it work, then work together to clean it up and maintain it (make it a project!)?

Because the Ubuntu infrastructure differs greatly from the Debian infrastructure, we would need to take over a lot of things we are not interested in (and do not work the way we are used to). The effort of adapting Ubuntu PPAs to the Debian structure would most probably be bigger than doing it from scratch.
