How to start tcpdump during early boot?

To triage bug #683061 I need to start tcpdump during early boot. Especially it needs to be started before ntp or dns is started. Can you tell me a reliable way to start it? Ideally I will not have to debug the system by attaching a keyboard or like that. That means that boot must not hang under any circumstances.
