How to set maximum volume?

I am responsible for the PCs of a small internet cafe run by an NGO. For practical reasons we have chosen Debian as the operating system. We have set it up basically in the basic settings like usual PCs (no money for any special things).  People are able to connect their own headphones, some of them tend to put the volume up just too high, even after asking them not to do so. Is there a way to set the volume to a maximum (f.e. in alsa)?

just trying to avoid confusion: those people put the volume of their music that much up that others can hear it even through those headphones

I believe there is no such fine grained control within alsa. You could have more luck by shielding alsa using another layer such as pulse.

i was thing that might work thru alsa. actually i dont mind how, if thru alsa, pulse or some permissions. i just don´t know how.
